You are going to have to replace the starter along with another starter solenoid.
Ford in all their wisdom updated the starters with a starter solenoid on the starter. The solenoid on the fender is now a RELAY. The RELAY was redesigned and is now not capable of carrying the amperage load of the starter. So now you have to replace the solenoid again because the contacts have been welded together. Replace the starter and the relay along with an updated wiring kit (availible from the dealer).
